Founded as a German administrative outpost in 1907, Kigali remained a minor center until Rwanda's independence. It became the national capital in 1962 and is now the country's primary city.

Long roads follow the ridges, while shorter connections descend or cross the valleys between them. Elevation, rather than a rectangular grid, shapes the branching road network.

Central Kigali and several adjoining ridges fit within 3.5 kilometres. Curving ridge roads and sparse valley crossings make the hilly structure visible at a glance.
